Job Purpose:
To oversee and manage operational delivery across all national locations, ensuring the successful management of site teams and supervisors across multiple work streams, including social housing, retrofit, energy efficiency, and renewable energy contracts. This role includes managing whole-house retrofit contracts to PAS2030/2035 standards while maintaining high levels of commercial control and customer/client satisfaction.
Key Responsibilities:
Lead pre-project briefings with internal teams and supply chain to confirm scope, programme, risks, and responsibilities. Develop and maintain project delivery plans and construction phase plans in line with CDM, CCS procedures, and client requirements.
Provide technical leadership and oversight to all technical managers and administrative managers, ensuring works are carried out safely, correctly, and in line with specifications, PAS standards, and CCS procedures.
Contribute technical input to planning and sequencing of works, ensuring measures are correctly planned, dependencies understood, and delivery programmes are achievable and compliant.
Ensure Materials are validated and kit lists to ensure accuracy via Tech Managers, specification compliance, and suitability before installation to reduce defects and rework.
Ensure Site Managers complete mid-install QC checks and 100% post-install QC inspections, reviewing outputs and reporting compliance, issues, and trends weekly.
Monitor and reinforce H&S compliance across all sites, ensuring RAMS, site practices, and safe systems of work are implemented and escalated where required. Manage and control all CPP's and all delivery based safety practices.
Ensure consistent communication through Tech Managers to reinforce CCS processes, operating protocols, system updates, and reporting requirements (Protean, PDA, SharePoint)
Ensure site managers complete technical and competency audits to support compliance targets, validate workmanship, and ensure continued competence across delivery teams
Oversee defect identification, prioritisation, resolution, and reporting in support of the Admin team, ensuring defect trends are addressed and closed effectively.
Deliver on-site coaching, toolbox talks, and technical guidance to improve skills, consistency, and quality of installations.
Work with the Customer Experience team to support customer engagement strategies, address quality-related service issues, and improve customer satisfaction outcomes across all works.
Submit structured reports covering programme status, completions, quality, defects, issues, and Financial handovers each Friday.
Ensure all direct reports and site teams complete required training and refresher sessions, addressing gaps and supporting continuous improvement.
Assist in recruitment planning, attend interviews, and provide technical input to ensure new resources meet delivery and quality requirements.
Ensure all new starters and subcontractors complete full site and technical inductions, understand CCS protocols, and are assessed early for suitability.
Act as a competent Protean user, promoting correct system usage for job updates, QC, defects, and reporting, supporting accurate management information.
Ensure all handovers are completed accurately and on time, with weekly reporting covering defects, quality, programme performance, risks, and forward planning actions.
Oversee detailed site schedules and procurement plans, ensuring materials, plant, and services are available in line with programme requirements and cost controls.
Monitor financial performance against turnover targets, oversee forecasting, support timely invoicing, and ensure projects are closed down accurately and efficiently.
Chair and participate in regular coordination meetings to review performance, resolve issues, manage risks, and maintain effective collaboration across the supply chain.
Skills/Qualifications:
Minimum of 5 years’ experience at a management level, ideally as a contract manager.
Proven track record managing contracts with turnover exceeding £3M.
Strong commercial management skills, including forecasting and PNL analysis.
Formal qualifications in operational management, with technical training in CCS disciplines (Gas, Electrical, Retrofit).
Experience managing installation, maintenance, and project work streams.
Knowledge of accounting, NHF/SORs, and process management in the social housing sector.
Proven expertise in customer service.
IT proficiency with management systems, KPIs, WIP, and service innovation.
Understanding of JCT, MTC, NEC, and partnership contracts.
Compliance and process management knowledge in social housing.
