Job Purpose
The People Partner – Learning, Development & Recruitment is responsible for driving CCS’s people capability agenda. The role leads on learning and development strategy, early careers, and recruitment delivery, ensuring CCS attracts, develops, and retains the talent required to support business growth and operational excellence.
This role works closely with senior leaders and managers to identify skills gaps, design development pathways, and deliver effective recruitment solutions aligned to workforce plans.
People Partner – Learning, Development & Recruitment
This is a hands-on, high-impact role for someone passionate about building capability and shaping careers. You will sit at the heart of the organisation, influencing how people grow, how future talent is brought in, and how learning is embedded into everyday practice.
You will balance strategic thinking with practical delivery, working across the business to support growth, strengthen leadership capability, and help create an environment where people can perform at their best.
Key
Responsibilities & Duties
Learning and Development
- Develop and deliver the CCS learning and development strategy aligned to business objectives
- Oversee role-based training plans, leadership development, and mandatory compliance training
- Identify skills gaps and future capability needs using people data and stakeholder input
- Evaluate training effectiveness and drive continuous improvement
Recruitment and Workforce Planning
- Lead end-to-end recruitment activity across the business, ensuring a positive candidate and hiring manager experience
- Partner with managers to understand workforce requirements and provide resourcing solutions
- Develop talent pipelines, early careers pathways, and succession planning frameworks
- Promote CCS as an employer of choice through consistent recruitment practices
People Strategy and Culture
- Support organisational culture by embedding learning, growth, and development into everyday practice
- Champion diversity, inclusion, and fair recruitment and development processes
- Support engagement and retention initiatives linked to development opportunities
Data, Reporting and Insight
- Use recruitment and L&D data to inform decision-making and measure impact
- Provide regular reporting to senior leadership on hiring trends, time to hire, skills development, and training outcomes
Team Collaboration
- Work closely with the People Partner – Operations to ensure alignment between operational needs, recruitment, and development
- Collaborate with People Advisors, Administrators, and Training Coordinators to deliver seamless people services
Skills/Qualifications
- Proven experience in Learning & Development, talent development, and/or recruitment, with the ability to translate business needs into effective people capability solutions
- CIPD Level 5 qualified (or equivalent experience)
- Excellent knowledge of UK employment law and HR best practices
- Ability to influence, advise, and coach at all levels
- Strong organisational skills with a proactive, solutions-focused approach
Experience
Required
- Proven experience leading Learning & Development and/or recruitment within a growing or operationally complex organisation
- Demonstrable success in designing and embedding L&D initiatives, including role-based training, leadership development, and compliance learning
- Hands-on experience delivering end-to-end recruitment across a range of roles, ideally in technical, operational, or multi-site environments
- Experience partnering with senior leaders to identify skills gaps, support workforce planning, and build talent pipelines
- Strong ability to use people data and insights to measure impact and inform decision-making
- Experience supporting organisational growth or change, such as scaling teams or introducing development frameworks
